A recent report by Jon Ralston, a political analyst of Nevada, states that a new bill has been drafted that would strengthen the Unlawful Internet Gambling Enforcement Act and amend the 1961 Wire Act, allowing only specific formats of online gambling to be legalized. The drafted bill is titled the Internet Gambling Prohibition and Control Act of 2014 and is currently circulating in D.C.
The language of the bill states that only certain gaming options would be allowed online and casino games are included in the illegal gaming portion. An exception has been made for poker in online gaming form but the option must be lawful under state and tribal laws. The 1961 Wire Act would be amended from the ruling of the US Department of Justice, which had stated that only sporting events were banned. The drafted bill would also strengthen the UIGEA. Horse racing and lotteries are also exempt from the bill.
According to the report by Ralston, the bill is not connected to the Sands as rumors suggest. A spokesman for the Sands, Andy Abboud, stated to Ralston: “It is not our bill, nor do we support it.” Ralston states that it is silly to suggest the bill is backed by Sheldon Adelson as he is abolitionist.
However, the reporter does believe that the bill comes from Caesars. The content was passed out by Haley Barbour who is a lobbyist for Caesars and the language from poker is in part, what the company would want to see take place.
It will be interesting to see if more information on this new drafted legislation is released. The full wording of the drafted bill can be read here. For now, the questions remain as to who wrote the bill and who will introduce the bill into legislation.
