The state of California is slowly getting closer to entering the United States online poker marketplace. For several months now, the tribes in the state have been trying to come to an agreement for online poker legislation. It was recently announced that 13 tribes in the state have now come to an agreement on the language that should be used in an online poker bill in the state.
OnlinePokerReport published a letter on the matter which stated that the tribes had come to a consensus on online poker and that the tribes ‘reaffirm our commitment to the longstanding principle of limited gaming that has guided California’s public policy toward gaming.’
The letter further quoted the tribes as stating they are recommitted to ‘realizing legislation’ that would protect children and the vulnerable as well as create jobs for residents of the state. The tribes also commit to providing additional revenues for state services and put safeguards in place for consumers and the vulnerable to protect from unsuitable and dishonest operators.
In the agreed upon language, any people and/or assets that operated in the US with real money online gaming after December 31st 2006 will not be allowed to operate in the state of California with online gaming, this will of course prohibit PokerStars from operating in the state. PokerStars had previously entered into an agreement with the Commerce Club, the Hawaiian Gardens Casino, The Bicycle Casino and the Morongo Band of Mission Indians to work together with online poker gaming and the Morongo tribe was one that is not in agreement with the draft bill.
As for now, the bill is in draft form and has yet to be introduced into legislation. The bill language covers regulation terms as well as licensing and operator fees, among other factors. The drafted bill can be read here.
