This bill will allow up to three integrated resorts and it is up to the House of Councillors who will decide whether to open up to the foreign operators and the local partners. The operators would be granted three licenses which will allow them to start building the resorts.

This is not strange as Japan is estimated to become the second largest casino country if the bill is approved due to the enormous market potential that this country has.
