New York named the first three members of its casino location selection panel. Yet, the Gaming Facility Location Board (GFLB) hasn’t chosen licensure candidates so far.
The process to issue three downstate casinos with licenses changed on Monday after the state-appointed three of its five board members who will select the firms that will get licenses worth $500 million and above each.
The New York State Gaming Commission accepted Stuard Rabinowitz, Vicki L. Been, and Quenia A. Abreu’s appointment to the gaming board. The state was supposed to choose most of its five board members by Tuesday evening.
The placements will grant the casino licenses’ request for applications (RFA) within 90 days. The document will feature aspiring applicants who should add their proposals, various major milestones, and submission deadlines.
The Community Advisory Committee (CAC) reviews a license application before it reaches the GFLB. Also, the application must pass through the zoning approval process first.
New York City’s CAC will include Mayor Eric Adams and Governor Kathy Hochul’s appointees. The state senator, the appropriate borough president, a city council member, and a state assembly member will join the committee.
The CAC outside the city will include the appropriate county executive, assembly member, the municipality’s highest elected official, and sitting state senator. The town supervisor and village mayor will be in the CAC at the village level.
At least two-thirds of CAC members have to support an application for it to pass before the GFLB reviews its suitability. But, the Gaming Commission isn’t expecting license awards until 2023.
The GFLB Board Members
An individual must live in New York and shouldn’t have close relations with anyone who has a gaming license or holds public office for them to join the GFLB. They need at least a decade of experience in various fiscal matters, have a commercial real estate, economics, finance, or accounting background, and have experience in a large organization working as an executive.
Abreu is the New York Women’s Chamber of Commerce CEO and President. She played a key role in its establishment two decades ago. Also, she was born in the Dominican Republic but relocated to New York City. Abreu worked as the Queens Economic Development Corporation’s director in the past.
Been working as a public policy and law professor at New York University. She understands various environmental issues and New York’s land-use practices. Still, she served as U.S. Supreme Court Justice Harry Blackmun’s clerk in the past.
Rabinowitz served for two decades as Hofstra University’s President and retired in 2021. He also worked as Long Island’s School of Law’s dean, and the Long Island Regional Economic Development Council’s co-vice chair. Assemblymember J. Gary Pretlow (D-Mount Vernon) and state Senator Joe Addabbo(D-Queens) are glad to have Rabinowitz joining the panel since he was on the board that reviewed and approved four upstate casinos’ licenses in 2014.
Pretlow, the Assembly Racing and Gaming Committee’s chairperson, stated that it is crucial for an individual who understands the process to join the gaming panel. They can guide new members and reduce the time they will take to learn the process.
