Pace-O-Matic is a Georgia-based gaming developer that built the Pennsylvania Skill Game and is amongst the most prominent gaming companies in the country. It met with the state’s Senate Community, Economic and Recreational Development Committee, urging it to approve and tax its skill games.
Pennsylvania’s skills games sector has grown fast of late. But law enforcers, its gaming board, and lottery officials have publicly opposed the games. But, Pace-O-Matic was the first shareholder to defend the industry on Wednesday before local legislators.
Reports indicate that Pennsylvania has tens of thousands of unregulated skill games. However, its state courts are pondering its gaming law’s gray area in convenience stores, clubs, and bars.
Senator Gene Yaw relied on Pace-O-Matic’s input while drafting Senate Bill 706. The proposed constitutional amendment sought to impose a 16 percent tax rate on skill games after legalizing them in clubs and small businesses. This would be a lower rate since 17 local casinos pay 54 percent tax on slots.
Paul Goldean, Pace-O-Matic’s President, stated that the regulation would help small entrepreneurs and earn Pennsylvania hundreds of millions in tax revenue. Still, it would eliminate uncontrolled gaming sites with illegal slot machines which aren’t skill games. The President said that the company wants to offer such enterprises steady income by limiting skill game’s locations.
The Company Targets a Different Client
The state’s Legislature has passed new gambling regulations of late. For instance, the 2017 gambling law allowed various forms of gambling like digital lottery, sports gambling, and online casinos. Nevertheless, it didn’t mention skill games.
Gaming operators in Pennsylvania have been accusing skill games of reducing their slots revenue, adding that allowing such machines will cause unfair competition in the gaming industry. They reiterate that they have spent billions of dollars constructing their gaming properties, hoping that other regions’ gambling operations won’t reduce their client base.
Pace-O-Matic officials said in the recent committee hearing that the type of client they are serving require a unique form of entertainment. Besides, it can co-exist with the current types of gambling.
Goldean added that skill games won’t be economically viable for operators if the state imposes a 54 percent tax on them. He disclosed that other states have legalized skill games.

However, the Pennsylvania Commonwealth Court’s ruling will have a greater impact on the local gaming industry. Firehalls, veteran clubs, and bars’ representatives supported the game developer in the recent Senate hearing.
