A $389 million gaming resort in Prince William County in Virginia is officially under construction. Colonial Downs Group is the firm behind the Rose Gaming Resort construction. After removing the landfill that stood on the land for 37 years, the structuring is happening where the new casino will stand.
The last batch of the landfill was loaded onto trucks on January 28, paving the way for the new casino construction. The Rose Gaming Resort will be located on the Potomac Landfill along I-95. The landfill was a construction waste dump whose pile had grown 230 feet high.
Speaking about the changes, the president of the Potomac Landfill described it as bittersweet. Phil was talking to WUSA9. He mentioned that his employees used the source of income to raise their families. The Potomac Landfill was contracted to clean up construction sites and dump the waste at the landfill.
The days of Potomac Landfill and its 15 employees are finally over. Now, Prince William County residents can prepare to be the home of one of the biggest casinos in Virginia.
Using the Racetrack to Fuel the Future
Colonial Downs Group is the owner and operator of the upcoming Rose Gaming Resort. The group also runs gaming emporiums in Richmond, Collinsville, Vinton, Hampton, Dumfries, and New Kent. Colonial Downs is relying on growing Virginia’s gaming industry to gain roots and make more profit.
Colonial Downs is controlled by Peninsula Pacific Entertainment (P2E), a more experienced gambling firm based in California. It will use historical horse racing machines to its advantage to attract new clients.
In 2018, Colonial Downs sold its dying Colonial Downs Racetrack to Peninsula Pacific Entertainment for $20 million. One of the conditions for sale was for Colonial Downs to operate the horse racing machines and satellite locations alongside P2E.
Horse racing race tracks mirror traditional casino slot machines. The difference is that they are electronic pari-mutuel wagering systems. Usually, the result of each game is not random like a slot machine. Instead, the result is dependent on the previous horse race and odds.
The new casino will stand on the landfill. The hotel and casino resort will have eight restaurants, meeting avenues, conference, 305 guestrooms, and over 48,000 square feet of the gaming floor. While the resort will stand at the landfill’s base, the rest of the land will become a recreational park.
Good News for Peninsula Pacific
Peninsula Pacific has had a tough couple of months. The firm is involved with two other casino projects in Virginia and Louisiana that have been rejected.
In November 2021, Richmond voters rejected the proposed $565 million ONE Casino + Resort in partnership with Urban One. Peninsula failed the ballot by almost 1500 votes, putting that project to a halt.
In December, St. Tammany Parish voters in Louisiana rejected P2E’s bid to build Camellia Bay Resort, worth $325 million. P2E hoped to relocate its gaming license from Bossier City to New Orlean in Slidell, Louisiana.
This leaves the Rose as the only standing project. Peninsula hopes to capitalize on the DC metro, 30 miles away. Meanwhile, officials in Dumfries hope that the Rose will bring in approximately $350 million in annual revenue that could be flowing to Northern Virginia.
