Online gambling legislation has popped up in Louisiana, by way of Senator Daniel Martiny. S 322 would legalize online gambling in the state, with a referendum vote needed to see the gaming option become a reality. The new bill comes just after efforts emerged in the state to see sports betting and daily fantasy sports legalized.
With the new bill, each parish of Louisiana would need to have a voter referendum pass in order to see online gambling on offer. Each parish would have to decide if they want to see a referendum on the ballot concerning online gambling. A majority vote would be needed to move forward.
According to Online Poker News, voters would have to answer of simple question as to if online gambling should be allowed to be conducted within a named parish. The bill has an effective date of January 1st, 2020, so even if online gambling was passed into law, it would still be some time before actual gaming could take place.
Within the language of the bill, it states that players will have to be 21 years of age or older to take part in online poker or casino gaming and of course be situated in the state physically. Rules for implementation, administration and regulation of online gaming would be overseen by the Louisiana Gaming Control Board along with a gaming division of the office of state police.
Only riverboat casino operators and land-based casino operators would be allowed to obtain licensing for online gaming via the Louisiana Gaming Control Board. This is the only information the bill provides. Info on licensing fees and tax rates are not included. The bill provides info that the state wants to move forward with online gaming but does not explain just how they will get started.
